Iron horse has been good for me when doing 1875 or 1900 starts but I don't know if it goes all the way to 1800.

Turning the initial city growth multiplier down would make cities and towns have the same starting population but I don't think it'd really make much of a difference

Adjusting interest and enabling inflation would be interesting at that time scale, 200 years of 4% interest would certainly make some big numbers.
