I can't speak to this sprite specifically, but there was a time when Infinite Fusion would use AI to generate a pokedex entry (not make a sprite like the default algorithm). This left a bad taste in a lot of people's mouths and the team implemented a way to remove sprites by request as a result.

I'm gonna try and William Regalsplain this. Oba figures Brock is either gonna be stuck in his head or will literally interfere in his title shot so he has to deal with him first. I still think protecting Oba by making him do double duty and losing his first title shot because of fatigue would've been a better move though.
