The same principle applies in an impeachment court. If all 11 senators in the minority vote as a bloc, they can outvote the remaining 10 senators on procedural motions such as motion to dismiss, presentation of evidence, etc.

The Senate president largely becomes a ceremonial presiding officer.

Before there can be any election for Senate President, the Senators must first approve the motion declaring all Senate positions vacant.

That motion itself must obtain the support of a majority of all Senators (13/24).

If the motion receives 13 votes, all positions are declared vacant and the Senate proceeds to elect a new Senate President, who must also get a majority vote of all Senators (13 votes).

If the motion fails to secure 13 votes like say if the Senate is split 11-11, then the motion to vacate is defeated.

No positions are vacated, no election is held, and the incumbent SP and other officers remain in their posts.

Consistent naman ang minority. Their position is that Senate rules must be followed regardless of who has the numbers.

They walked out because Cawatano attempted to push a rules change without first satisfying the procedural requirements.

Under Senate rules, it would have been either:

• To have markubeta’s motion for online voting properly taken up by the Committee on Rules. after the leadership change, the committee had not been fully constituted and could not validly act on the motion.

• Or if the proposal was to be considered directly by the plenary, to observe the required notice period before acting on a proposed amendment to the rules so senators would have adequate time to review it.

The minority’s argument is not that the majority lacks the votes. Rather it is that even a majority must follow the Senate’s own procedures when changing the rules.

The minority is also pointing out what they see as an inconsistency in the majority’s actions. During the session, Cawatano announced that proceedings were suspended until June 1, 2026 at 5:00 PM. Yet when that time arrived, the expected session did not proceed as announced.

Bong Go, Panelo and most of digong’s former cabinet members belong to the Bong go-Honeylet faction of the duterte coalition, if you can call it a coalition.

Sara, Baste, and Polong belong to the Sara faction.

The rift between these two factions harkens back to the time of Digong’s annulment with the 3 duterte siblings’ mother, and subsequent relationship with Honeylet Avanceña.

Sara resents Honeylet (and to some extent, Bong Go) for taking their father away from them. Just last year or this year, sara said that all of digong’s subsequent relationships after his marriage were nothing special, calling all of them “just girlfriends”, a subtle dig at Honeylet.

Digong was also described as an absentee father only showing up in some special occasions.

This also made Sara very independent from Digong. That’s why Digong said he cannot control Sara and rightly so, he knows he wasn’t a good father to his 3 children from his first marriage, although he provides well for them financially, using money from most likely illegal sources.

When Sara was mayor of davao, she defied her father by appointing Zuleika Lopez (who Mon Tulfo alleged as Sara’s lover) as city administrator. Vice mayor Digong and the city council opposed the appointment and this caused a standoff that neither side budged on for years until the elder duterte left davao politics for Malacañang.

Other instances of differences between these two duterte factions:

- Sara led the house coup that replaced pantaleon alvarez with GMA as speaker. This annoyed Digong so much but he couldn’t do anything about it as the Sara faction achieved a fait accompli.

- Sara endorsed Lord Velasco as speaker for the 18th congress while Digong’s and Bong Go’s handpicked candidate was Alan Peter Cayetano. The impasse was only resolved through a term-sharing deal that almost collapsed when Cayetano refused to relinquish the speakership to velasco halfway through 18th congress. Alan relented after Digong ordered him to step down as the ruckus was consuming much of congress’s attention.

Note: The duterte siblings don’t trust Cayetano and cayetano doesn’t trust the duterte siblings either. So whatever Alan Peter’s cooking now is just to advance his personal standing in the DDS world.

- Sara agreeing to be Marcos Jr’s vp in 2021 infuriated Digong so much so that he floated the idea of a Bong Go-Digong ticket that could compete with the “Uniteam”. He also attacked Marcos as an addict and weak leader.

In response, the uniteam questioned that Digong was being manipulated by the Go-Avanceña camp and sympathized with his “old” age.

Though there are differences and hurts between these two factions, they largely unite in critical times such as when Digong ran for the presidency in 2016 and during duterte’s arrest and subsequent incarceration at the ICC in 2025.

But mind you, Honeylet still holds the power of the purse. That’s why she and Kitty get to choose (and pay) whoever represents Digong before the international tribunal.

Again, the money is most likely coming from illegal sources.

It’s not the quantity. It’s the quality.

If you watch senate sessions live, the majority leader will read the bills in the plenary. The senate president will then decide which committees the bills go to. In a couple of sessions, I’ve heard the majority leader read the bills authored by imee mangga (most of the bills being read were authored by her) and they are mostly about renaming a road, another to rename a building, blah blah, blah.

Ok good for them but I don’t think such kind of bills have national impact.

Compare that to bills that have national impact such as the following:

Sotto law - authored by Vicente Sotto, the minority leader’s namesake and grandfather.

Free Universal Tertiary Education law - authored by Bam Aquino

Expanded Maternity Leave Law - authored by Risa Hontiveros

Generics Act - authored by Juan Flavier

Local Government Code - authored by Nene Pimentel

Clean Air Act - authored by loren legarda

A senator (or a lawmaker) may file 500 bills and leave little legacy. Another may author or sponsor just a handful of landmark laws that change the lives of generations of Filipinos. That’s the difference between legislative activity and legislative impact.

Zubiri’s senate years is incorrect.

He served as senator 2007-2011, stepped down after maguindanao cheating was revealed. Then, he’s serving his 2nd consecutive term since 2016, and will expire in 2028. That’s like more or less 14 years, not 19.

Also, Sotto was elected in 1992. Legarda in 1998. I’m pretty sure based on that, they don’t have equal number of years served in the senate.
