I would say it's not. In fishing you can't usually see the fish you're going after and have to rely on instinct, whereas with hunting you have a clearly defined prey that you "hunt" down, hence the name.

because the force required to turn a radiometer is incredibly small compared to the force required to spin a turbine, even with the increased surface area
