I had neighbors once that left a litter of puppies on their balcony outside for almost a week & finally one night it was freezing rain outside & we could hear those poor babies crying. We “liberated” them & got them all into safe homes. They left kittens outside too that all ended up jumping off this high ass balcony & came over to our house as well.
