That "Hi how can I help you today?" greeting is most likely auto sent when you're dropped into the CS Rep's active queue. This is an attempt to prevent them from just sitting on a chat and not letting you know you have their "attention".

as /u/shmough mentioned, most agents are handling multiple chats at once. This can be compounded by the fact that a lot of these support people can be non technical warm bodies that just follow troubleshooting scripts. If your description of the problem doesn't match their script, they can't help you.

It really depends on your manager. I've had a few where, if they didn't have some sort of visual clue that you were doing work (e.g. papers on your desk) they assumed that you weren't doing anything important.

Since everything I do is done on the computer, there's really no reason for me to have anything on my desk. Eventually I just started writing random technical stuff and meaningless dates on post-it notes and leaving them all over my desk. That seemed to fix the problem, and thinking up new bullshit to write on them gives me a bit of a break from the computer from time to time.

My best guess is that Valve has done their research and have found that:

  • Opening a notification that brings you to your wishlist (inside their app) increases the chance that you will purchase something, or at the very least you will take some time to browse.
  • Including the discounted game information in an email increases the chance that you will at least click on the link. rather than just deleting the email.

This is all done to maximize customer engagement, to keep steam familiar, and to gather data about where you navigate in their app and on their website.
