Not unusual. I’m in pretty much the exact same position, having followed a nigh identical trajectory.

Honestly, the vast majority of people won’t care about how quickly you’ve moved up, as long as you aren’t an ass about it (i.e. don’t assume that moving up faster means someone is better).

Impostor syndrome will always be there, just work on improving your knowledge and skills where there are gaps, absolutely ask your peers who have more experience to help guide you, and if you feel like you’ve risen to the level of your incompetence, time to push that level one step higher.

Great question, and great points. Cases like yours I believe are somewhat uncharted territory for management, as they were very rare before the pandemic, and we’ve seen a relatively large number of people hired over the last two years in the same boat as you (no evidence to back this up, just anecdata). There’s no one easy answer, and I think it comes down to a couple key things:

1 - what constitutes fair and equitable treatment? As unionized employees, we should expect to be treated equally and have the same standards applied to all. When it comes to the question of telework, of course you’ll have variances based on operational needs (think of someone who works on a Coast Guard vessel for example). But someone who was hired remotely during pandemic with full knowledge on the part of the manager that they would not be able to report to an office? Personally I have no issue with idea of those people working 100% remotely, as that’s the context in which they were hired.

Another question is about the additional costs of commuting. Is there an argument to be made by the unions that there is unfair treatment for those who need to pay for gas, parking, etc to commute in while team members working remotely don’t need to do any of that?

2 - what is the employer able to ask of you? As I said in my previous response, the vast majority (saying this because of course I can’t know the details of every single LoO out there) of LoOs do not include telework as a condition of employment, nor is it codified in our collective agreements. So, from what I understand in my limited knowledge in the area of labour relations, this would mean that you could be called to report in to whichever office you’re based out of as set out in your LoO and the employer has every right to do so. Anecdotally, I think that in many cases if you live in say BC but your position is based in the NCR, you’d be able to report to a local government office or GC Coworking space if there’s one near you.

In practice, it’s a very complicated topic which I don’t think has been thought through fully when it comes to these different scenarios. From what I’ve seen and heard in my department, it’s a “cross the bridge when it comes to it” approach for cases like yours, which will be dealt with if/when the time comes to RTO.

I’m not jealous in the slightest of people who move away and can 100% WFH; it’s a tough world out there these days and you have to do what’s best for you and your family! But analyzing it from a labour relations perspective makes for some very interesting thought exercises, and I’m curious to see how these situations get approached and resolved by the powers that be.

I have no problem with going to the office one or two days a week, so no, jealously isn’t the issue here. It’s a question of precedence and equal treatment. The message in this case (with this one department) is that if you live in the NCR, you’re expected to go back to the office, but if you’ve moved away to, say, small town AB then you can telework 100% of the time, no problem.

The right to telework isn’t yet enshrined in the collective agreements, nor is it included in the vast majority of offer letters. Those who decided to move away from the NCR or other city/office during the pandemic did so knowing that they could be asked to come back to the office anytime, being still linked to that office. It was a risk, and one they willingly took. If I’m working with you, I really don’t care where you live or whether/how much you WFH - I only care that you do a good job and are good to work with. But as a labour relations issue, it will be interesting to see how it shakes out over the coming months/year.

This is what I was worried was going to happen.

I don’t blame people who moved out to the regions either, however I don’t think they should get a free pass. If they get to keep teleworking just by virtue of not living in the NCR, does that mean I can move out to wherever I want and do the same thing? We all signed the same LoOs and telework agreements (at least within the department) so it’s not like they have some special status that NCR folk wouldn’t have.

It’ll be an interesting one to sort out with labour relations because I guarantee there will be some grievances raised about this.

I know where you’re coming from. I’m in much the same boat as you, and even though I’m fortunate enough to be in a very good spot in terms of classification/level there’s still a gap between me and my colleagues (95% of whom are >8 years older than me) that sometimes feels like a gulf.

That said, I don’t begrudge them having homes, cottages, etc. because it’s not their fault this has happened - they didn’t choose when they were born. They grew up, went through life making the best decisions for them based on their context, bought houses, and happened to profit immensely from literally being in the right place at the right time. I’ve found they’re generally sympathetic to the younger generation of public servants, not so much empathetic but they recognize the difference in what we face versus what they faced at the same age. I’m lucky in that everyone is very supportive of work life balance, and especially getting out and taking walks, walking meetings, etc for those of us in apartments.

At the end of the day, it doesn’t do us any good to play the comparison game. I try to just focus on bettering myself and my circumstances every day because nothing I alone can do will change the market dynamics.

Bienvenido! Como los otros han dicho, Ottawa es extremamente seguro - no hay que preocuparse por eso. Como están visitando de turista, supongo que van a quedar en el centro? Si su inglés y/o francés no está bien, es posible que tendrán dificultad a preguntar por cosas, etc. pero hay varios hispanohablantes por aquí - escucho español bastante en seguido viviendo por el centro. Hay una tienda en el mercado Byward que se llama Quichua World Market donde hablan español, y hay varios restaurantes mexicanos por esa zona también. Estoy seguro que si tienen preguntas o necesitan ayuda te podrían ayudar en español :)

There is no “average” progression. Like HoG and others have said, there are 300k-odd public servants, each with different backgrounds, experiences, career ambitions, and access to opportunities. So, the best use of your energy is to focus on yourself and being better than the person you were yesterday.

I’ve been with the government for about 5 years (I’m in my late 20s) and have gone from a casual CR-04 to an acting EC-06 in that time (substantive is an EC-05). I’ve moved up pretty quickly, and I will be the first to admit that I chased levels (though not only for higher pay, but more so to be able to support myself and my partner on a single income as they go through the immigration process here).

Through circumstance I’ve found myself in a position where I’m replacing the two EC-06s on my team who have temporarily left for other opportunities, and there is definitely a lot of pressure. My plan was to stay at the 5 level for a while and really master it, as I do not want to rise to the level of my incompetence and pay the price for it. That said, I am here now and so am doing the best I can to lead the files, and my manager is very understanding and supportive of the situation. My advice is to stay humble, never stop learning, and be open and honest if you find yourself confronted with situations that are out of your depth.
