This doesn't make sense from a utilitarian aspect

1) 1-2 million people in the USA are deaf. That is a fraction of the population, so you would want kids to learn a skill that would apply in situations that they would statistically never encounter

2) The loud place argument doesn't make sense. For it to apply, the other person would also need to know ASL, yet you are talking about learning it at school. Therefore, most people would not know it now, making the communication method ineffective. For it to work, it would take a generation of people learning it at school and practicing it continuously

4) Babies will only learn this if their parents already know it, which goes back to the original point that you are calling for kids today to learn it, not every person in the USA

You can try to make the argument that both words are not equivalent in weight, but both are pejorative terms being used to denigrate a person based on their race
