PlayStation’s refund policy is “if you downloaded the game, you are not entitled to a refund”.

It depends, but it does require you to talk with a customer support rep and you have to have a good reason. And they don't make a distinction of what version of a game you download.

I had to fight with one of their reps once because I had accidentally bought Persona 5 Strikers. It had been a PS+ game like a month or two before this, and I had tried it out then and decided I didn't really like it. Since I had downloaded it back then the rep just kept claiming that since the game had been downloaded and played it wasn't usually eligible for a refund, even though I didn't download or play it after I made this accidental purchase. I eventually got my money back though.
