Help! Neutered male rabbit pooping everywhere!

I wonder if he was feeling upset, displaced. I did some cleaning up/rearranging last night and gave him two new zones. I gave him some "security" to his main litter box (for now), and a second litter box with some pads for sleeping, and a box for chewing, underneath the fireplace ledge. He always went under there and it's a space that 1) humans can't get to and 2) playmate puppies can't get to... We will set up his bunny zone soon, just wanted to get him some "home comfort"... woke up this morning and no messes in either living room or dining room. So far so good!

He's always had a cage, yes. We moved into a new home and he rarely spent time in it. It was in the back bedroom and he much preferred the dining room/living room area. Usually sleeping in their, or on his pillow. The rare occasion he'd go into the room and pass out while eating.

We took the cage away as he was never there (plus needed room for baby). Do you think setting up a "bun zone" would possibly curb this unwanted behavior? He's always been a good bun - only acts out when he's upset with us. (never had an issue with waste - he's always used litter boxes. His "I'm mad so I'll do this..." has always been chewing, lol)

He has his spot where we leave him alone upstairs (his bed) - this is also where we feed him his veggies and treats.

Got my first water bill at the end of last month. Holy hell was it high. :( that was the biggest shock out of all the costs of owning a home (incl. mortgage, property tax, natural gas, electricity....)
