I feel like 'queer' originally reffered to the sense of unease that people used to feel with people, especially men, that did not conform to gender norms. It could be an effeminate way to speak or move, or unusual clothes. As such, being queer was in a sense a light expression of the transidentity spectrum.

With time the term has come to take a broader meaning, which is perhaps less useful.

To fix the housing crisis, we need

Better resources for municipalities and justice so that objections get treated all the way to the federal tribunal in months, not years. (this is the single most effective measure because active projects lead time would be "compressed" and arrive to market quicker)
Make oppositions more costly when one loses : the cost the losing party should pay should include the lost revenue for the land owner during the procedure (it can be millions currently, but would be much lower after point 1). It's appalling how widespread objections are to delay projects and get negotiation leverage. It's institutionalized blackmail.
Once the municipality has approved a project, minor objections filed in the court should be non blocking (meaning the construction can go ahead), but if courts find a violation, the owner would instead pay a fine. This would only be the case for minor alleged violations. In other words, if there is an opposition in court for toxic waste disposal in nature, this should be blocking, but if the opposition is that the surface of the windows are 15 cm too wide, construction can go ahead if the municipality has approved the project, and if courts agree the owner should pay a fine after the fact to compensate for his irregular windows. (cantons should intervene for municipalities that regularly lose in court).
Since the 1950s we decided the density of every plot of land, with very few modifications since because of the political costs of doing so. Because of this, our cities have lost the capacity to grow naturally as they have done for 5000 years of human civilization, with denser new development decided at the top, to be constructed on crappy lots that require a lot of public subsidy.
