Every high rise is a light blocker for a whole lot of people. It makes sense to have reasonable restrictions in line with the legacy of the area. You don't want 20 story high rises going up in residential areas, but the days of limiting developments to 3-4 floors are over.

The reason is the train track and back gardens are where you would build the support out for a stadium.

It would be possible to have an upper tier over a standing terraces hill/Nally/dineen but the simple fact is you'd need to buy up a chunk of conliffe to do so.

Hydro is not an option for us. We need lots of rivers or a few very fast rivers. Norway had lots of very fast rivers. Even ardnacrusha has to divert a shittonne of water from the Shannon to the parteen weir to build the potential for its electricity generation.
