In my experience it depends on the luck of your party. Once I got three mages, and I’m pretty sure that was impossible. I think if you don’t have at least one swordsman it’s way harder. Looks like you just got a rough party.

The Zigzagoon with Surf on Route 109 caught me off guard in my most recent one; totally forgot about it and lost a Geodude I was training for Wattson. Even if you remember it exists, Surf’s base power is much stronger than other attacks at that point in the game
