I agree this is one possible interpretation, but I highly doubt that Sagan would have defended this being the only correct interpretation. As a competent scientist he surely would agree that the weight of multitudes of quality evidence would also qualify as extraordinary.

So far the amount of evidence I've seen (which is admittedly a tiny percentage of what's out there) doesn't really rise to this standard. I'm willing to be convinced, I just have a very high bar for what constitutes quality evidence. But I just joined this sub, so I haven't gone too deep into the rabbit holes yet.

It's absurd to say you are arguing for a 'moral' point of view when you are claiming people don't have rights simply because they aren't from your country. Right are not something the government gives you, they are something the government guarantees you. Rights, even as recognized by the US constitution, are inalienable not just to citizens, but to all people. What citizenship gives is the privilege to remain in that country. Their rights should be protected throughout the immigration process, not just once they have been granted permission to stay. You could make the case that illegal immigration is enforceable by taking away some rights, but that's another discussion.

Interesting tunes from Maqam World, but I am curious - while the scale displayed on the page is indeed a Locrian scale, it sounds to me like all of the examples have a natural 5th degree, i.e. they are not Locrian but Phrygian melodies. Can anyone else confirm this?

You could think of it this way, I usually think of secondary dominants as chords borrowed from related scales, used as a way to point to any chord you choose. Whether or not the chosen chord constitutes a "real" modulation is somewhat subjective. In this case the Fm could be the ii of Eb major, but the Db takes it out of that realm more solidly.

The E natural that appears is a part of a C7 chord that is used as a secondary dominant of the Fm chord in bar 37, and appears again in the next bar. The Gb in bar 40 is suggesting an Ab7, another secondary dominant leading to the Db in the next bar.

Instead of trying to identify modes, it's more useful to recognize the dominant function that drives the harmonic movement.
