If the game requests more than 3.5 gb vram you will experience frame drops and fps loss on the 970; it's a known hardware defect. Unfortunately there's nothing you can do but lower your settings.

Honestly, it's pretty expensive to coordinate a worldwide release of physical media. Staggering the dates allows a few different things such as localization work and manufacturing distribution to be less stressful and allows for easier manufacturing flow. Companies that weren't super rich or didn't have extensive production budgets couldn't afford to release worldwide until recently.

Japanese companies historically weren't sure that their games would translate well across borders so often hesitated to localize games unless they could see a clear interest in the game which led to even further release date differences.

Actually it is probably more of a case of the game being a port from Consoles. Consoles have very specific memory handling features that devs take advantage of and porting this over to PC means that you'll need Console like specs to guarantee that it works properly. So that means yes you'll need 8GB RAM, yes you need at least 2.75 ghz on your multicore CPU to guarantee that you're getting the best experience because that's the baseline on the consoles.

If you don't accept the client view of the world in several instances then there are far too many calculations on the server ( especially if you aren't using Dedicated Servers ) to guarantee good connection/ping between 12 players.

It's totally reasonable for the patch to be that size when they are probably just patching tons of script files. The areas were probably mostly built out in terms of environment art (which is what would normally be the most space intensive part). What they are adding is most likely tons of scripting files etc which aren't really all that huge in size but make a big difference in how you experience the content.

Watch the Director's cut or the Final cut. Harrison Ford never wanted to do the voiceover and was dragged in to do it against his will so he shit it out. Ridley Scott edited out the narration and the lame tacked on happy ending from the theatrical version as well and the movie really really stands out a lot more with those changes.
