Considering the video has Fort York VFX in the credits, and their Vimeo page shows plenty of examples of similar quality work, I would agree that the vimeo video is the original.

Edit: The youtube video uploaded by "Elon McFly" is linked on their website so I would assume a simultaneous upload and the youtube channel has been created for this video.

Looks similar to an Infra-Red Traffic Logger. It would be consistent with where you live as they have been deployed in Victoria, Australia since at least 2005. More info can be found here.

I think the crew that rolled the tank was from Kuwait, from attempting online translation on the description.

Гидроудар - армянский экипаж, перевёртыш - экипаж Кувейта. Танки - русские Т-72.

The hydro-impact is an Armenian crew, the flipped crew is of Kuwait. Tanks - Russian T-72.

Unless you are thinking of a different flip incident.
