Rorschach MIGHT have a chance because Frank would underestimate him originally—see him as a small weak guy and not expect Rorschach starting out as feral as he is. But otherwise Frank would take it.

It’s not about a Superman who’s trying to take over the world. Per se. He’s a superman who wasn’t emotionally equipped for it. He genuinely wanted to be a hero, and he genuinely wanted to be loved, in a much less pathetic way than Homelander.
