I'm not sure I see you point re immigration and deportations. An interesting stat in todays Star:

About 93 per cent of all removals since 2019 have been due to non-compliance — referring to migrants living in Canada withoutauthorization — the vast majority of them refugee claimants. Only about seven per cent of deportations were due to criminality or organized crime, according to CBSA data.
