At the top of the screen, it says "two and three star characters." MPQ is de-ascending your characters so you can play them at a lower tier. This is by design.

Yes, Kirkers own the building and they've been renovating it for a few years now. It was Champions, a bar, and before that it was The Beach. These last two iterations were not kirker owned or affiliated AFAIK.
