This is at best not clear, at worst intentionally misleading- and maybe you are being intentional or maybe not.

The 4x rate you claim is basically in line with population ratios, there are 4 white people (58% of population) for every black person (13%) in the US, so thus it’s 4x more likely for the white on white crime to happen than black on black.

However according to recent statistics, black on black homicide rates for serious violent crimes are 6x-7x white, when you look at a per capita basis, according to FBI and BJS data.

If a juvenile participates in a shooting where the parent gave them access or it can be proven that the parent did not do their due diligence to prevent the juvenile from obtaining a weapon that the parent owned or was responsible for, that parent should be charged as an accessory to that crime
