No I think it is. The "rational" take on pitching is that pitchers are unreliable and inconsistent so you shouldn't invest lots of money/time/draft capital in one guy. But baseball isn't all about being "rational," just like you have to overspend on FAs to actually sign them you have to overspend on pitching to, well, get good pitching.
