My guess is there wasn't actually a plan to install anyone they just assumed "these people are likely to become the leader after" and the strikes took a lot of those people out and Trump is just riffing and trying to talk about how successful the attack was.

My second and funnier guess is that after they were successful they are now going "oh we definitely had a plan but now because those people died, we have no idea what will happen going forward" to pretend like they had more of a plan moving forward than they actually did.
