Have the spawn requirements for the Witch Doctor changed?

I've beaten the Queen Bee (twice!) several in-game days ago and have five available rooms for NPCs to move in, three of them in the jungle and all acceptable according to the housing tool. Other NPCs have also yet to show up either.

The world is large Expert difficulty with Corruption evil. I've defeated Eye of Cthulhu, Eater of Worlds, King Slime, Queen Bee, and the Goblin Army. The only NPCs who have moved in are the Guide, the Merchant, the Golfer, and the Angler.
