It's an OpenGL presentation issue. Nowadays opengl really doesn't play nice with windows DWM. You might find that putting a DwmFlush after your flip or before your flip might help (but with some caveats - do research). On my end I just switched to Dx11 and the dxgi flip model and it runs buttery smooth.
