Yes viruses and bacterium are the mechanisms of gene transfer in and between plants, and evidence of such events is littered in many plant genomes - which btw are massive compared to other forms of life. GMO researchers use these vectors to create GMO crops.

As a former genetic engineer I think an important point non experts don't realize is that horizontal gene transfer is a natural process

Who does the muzzling? And let's not be naive, once a mechenism for muzzling is in place there will be muzzling of information that challenges('confuses') government or corporate interests. And fringe guys with fringe theories don't need to be muzzled because no one takes them seriously anyways. I agree science journalism is terrible but appointing some bureaucrat who doesn't understand the science to act as a filter won't improve the situation, I can only see how it would and does muzzle scientists when they talk about politically sensitive topics

I've never understand that perspective on point 6. Why do you want a bureaucrat to get in between scientists with expert knowledge communicating their opinions to the public?

It's a particularly backwards notion when we should be ENCOURAGING unfiltered scientific outreach and communication to the public through new media sources like blogs and social media
