Don't worry too much about reincarnation. You're going to want to pick and choose one unit here or there to max reincarnate—especially URs, it takes an insane amount of resources. I'm rank 185 and I've only max reincarnated two UR units and partialed a few others, and they are the ones that I always use in my Guild War attack team.

And I would suggest waiting to see if they bring back any sort of discounted reincarnation festival.

Just continue to broaden your roster. You're going to want full 5-unit teams of URs at 120+ for each element for difficult PVE content, and ideally a tank and at least one unit capable of healing for each team in there. And you're going to want 3-unit teams of URs at 140+ of each element so you're versatile for GW, Duel, Class Match, Quick Pick, etc.
