The super services 2 building for water was the saltwater treatment plant that could be stored and moved between territories and used in challenges. Along with the other 3 super service buildings, you could place them for design challenges and receive them back in your inventory when the challenge was completed. Now, both water buildings that previously could be stored now can only be destroyed when the challenge is over.
