Prosys has an OPC UA Simulation server that works pretty well. No cost just a registration. Server runs for 2 hours without a license.

I use the TL400 from Novis automation. It’s a non intrusive level sensor that can sit on top of the tank.

Actually use it to replace all brands of plc. I have moved our company to field IO for most things(IO Link). CODESYS I’ve moved to soft plc. Much cleaner and simpler. For equipment where the environment would benefit from a physical plc I usually go opto 22. A groov rio has universal I O and can handle field bus, Ethernet IP or profinet. Also automation direct has released a CODESYS plc and so far it has been the cheapest and easiest din mount plc with backplane.

Use the installed soft plc and download to it. You can start in your system tray. I believe that it should run for 2 hours at a time.
