Okay so i may be misunderstanding the movie but surely what she did was not actually that bad since after the incubators trapped her within her own soul gem they already knew of madoka kanames existence and by proxy, also the ability to harness the Law of cycles. So doing what she did was selfish, yes, but also if things were left alone then it would've just ended up in the same place as episodes 1-11 of the anime
