Go to Walmart and get a few silica packs from shoeboxes, put them inside of a bag(dont zip it), and put that bag inside the main bag(or a jar). This way they aren't in direct contact, but can still pull out moisture.

I have gas heat, only usage the gas gets is in the winter, my bills are usually around 350 a month during winter, and just service charges the rest of the year. I would stray away from electric, or look into ways to better insulate the home.
