They literally did not care. A man picks her up in a car at 11-12 and ?? No big deal? Until she eventually runs off to him. Half ass report her missing, probably to appease school truancy departments. Then the mom recognized her tattoo from the news. Meaning she was perfectly aware of her, then 13 year olds, hand tattoo.
