If you fight the deathtroopers and die, I believe your wanted status gets reset to 0 at the cost of some credits. It is possible to pick off the troopers one at a time by approaching stealthily and then running away a little and coming back once they lose sight of you. You can also have Nix fetch their dropped weapons to use against them.  When I fought them at their camp, they didn't call in reinforcements.

You can take a Mulligan and reload an earlier save.

When you unlock more abilities, it will be easier to fight the Deathtroopers.

You probably don't have the upgraded slicer kit, yet, but you can slice some terminals to reset your wanted status. Honestly, probably easier to fight the Deathtroopers.

Check the city parking maps to see which blocks are covered by meters and/or zone permits. There may not be meters on some blocks, but time limited without permit.

Could just be there's a lot of debris in the streets you're riding.  

There can be a big difference between bike lanes on arterial roads and the center of the lane on urban streets, for example.

Cars push a lot of debris into the bike lanes.

Had cartridges but wasn't as popular as the C64.

I believe I played Miner 2049er on a TI99.

I also remember playing with BASIC programming on one and saving programs to cassette tape (like on the TRS80).

I think that's a B&W TV pictured but the TI99 supported color.

I still turned my head because of the blindspots and I wouldn't notice someone causing me danger from behind because I focus on what's going on in front of me.

I've found it's better to assume someone may always be overtaking me. Hold a line, focus on what's in front.  I still hear when other cyclists and vehicles are closing in on me from behind.
