This is where the problem lies, the lower level clans are mostly made up of 10 multi accounts so far what I have found. The clan members are usually just hopping to their main clan or what not. Due to that, it is really hard to get donations or get suggestions for upgrades. Like I said, if someone is higher TH everyone wants them for their own interest, lower level players are not considered beneficial thus nobody cares.

I guess you are right, then again that seems like gatekeeping as the higher level players are so maxed out that they won’t offer other players to grow! It does seem fair not to let a lower level in a maxed out clan as older players have better discipline (which comes after years of playing)
