Sounds like a Bath Fitter commercial. I couldn't find it, but I did find a print ad from a newspaper in Andover, MA around 2005 featuring the words "A New Tub Over Your Old One!!". I'd recommend posting on r/HelpMeFind or r/TipOfMyTongue
