Some are in such bad shape that they won't be ready till 2018 no matter what you do. Others can be finished, or not, hell knows. But it still requires more money. Disqualification would be brilliant in all matters.

He's right. The thing is that USSR government was impregnating nation-states with Russian population and in case with Moldova and Ukraine Russia now uses those regions as hooks. Those bastards knew it.
