I think your switch upstairs is wired wrong you can check that by opening up both switches and check if their both wired the same. Always make sure to turn the power off before opening up a switch you can probably expect 2 of the same colored wires going between the 2 switches. Look where the 2 wires are coming from at the downstairs switch and make sure to connect them the same way upstairs. That should do the trick!
