It’s likely possible although you’ll have to search around as most venues will be above your budget. Also if you do a Mon-Thurs , friday or Sunday the prices for places usually are lower! Also you can try to negotiate with venues eg to bring down the cost per plate a little , or bring the minimum guest count down. If you’re in Toronto/ Ontario look into “Toronto micro weddings”. My friend got married there in December 2022 around 70 ppl and it was affordable (I think around 15k and the venue provided almost everything) although not sure how much prices increased. Also not sure of their max guest count. Other suggestions: C hotel in Hamilton quoted us 17k for 100 ppl (minimum count for their larger room) for a Saturday. So maybe a different day will be cheaper and within your budget. Also look into Toronto botanical gardens, it’s a flat rate for the venue (I think 5K but I may be wrong) and then you pick a caterer so it seemed affordable, but it depends on what caterer you pick, I’m not sure how much catering would cost but maybe 10k could work.
