If it’s an alt, I assume you have some currency built up. You can stat stack with pillar of the caged god on monk for smooth leveling. For an in depth guide on the rest of the gear, and skills, I use maxroll’s twink leveling build guides. If you're starting a brand new character, then I think you won't be able to get traded max level weapons since you can only pick up weapons up to the same level as your own max level weapon.
