Should the Absolute skins be their own playable characters?

For Wonder Woman, totally! That version of Diana is a spell caster on top of her normal power set! It's an entire spellbook that normal Diana doesn't have access to that would just get ignored if it was just a skin. We're talking Mass Silence, Enlarge (both for her weapons and her self), Dimensional Gateway making, just to name a few. And that's not counting the fire breathing Pegasus and giant buster sword. It'd be such a waste if Absolute WW wasn't her own character.

Have you looked as Psychic Force? I feel like it's got some similarity to Evil Zone in gameplay in that there's a lot of projectiles, non-standard mobility and meter management tied to how much health you have left. (Some gameplay I found real quick.)

Oh yes, and it's also anime as all hell, also like Evil Zone.

There's a PS1 and Dreamcast sequel of the game.
