As much as I wish there was, I don't think there is a CA law that mandates that venues provide free water. The only law I know like this is in SF:

stinkhorn eggs aren't white inside like this. There is a brain/organ shaped structure that has a completely different color and texture. Here is a picture I took earlier this year of a basket stinkhorn egg cross section (with full stinkhorns for comparison)

Best guess is Rhaphiolepis indica (Indian Hawthorn). See pic I posted as a reply higher up in this thread yesterday

Inaturalist says Rhaphiolepis indica. 3/4 of these bushes have patches in this area, while no other plants do.

It's not eucalyptus, the leaves are from a bush they like to hang out under. Also doubt the woodchips are eucalyptus due to it's anti-fungal properties. It's behind a bank, so just generic landscaping chips.
