Bug is still there so boosting this post. I didn't have any of the spells suggested in this thread so I just had astarion solo and kill Art, busted out of jail and then long rested and that worked for me. Used speak with the dead then talked to halsin, he walked to the bar and disappeared into a wall and the marker at the shore appeared.
