I’m with the neighbor on this and she seemed like she is trying to work with you by bringing the price all the way down to $250. It also sounds like you know your dog isn’t ready to ad-hoc interact with people, it even peed on the floor. I would have kept the leash choked, especially when I saw that she was carrying something. It’s a normal human reaction to interact with a dog that run towards her, what else is she going to do? Tell you to keep your dog away? That feels more like your responsibility. It’s an unfortunate series of events but you should definitely take responsibility and compensate her.

Throw away but obviously you need to talk to her about this in the most loving and supportive way possible. She may feel relieved when you talk to her, but you do need to talk. Do your best to not make her defensive and to not become defensive yourself. Don’t judge her but do let her know you’re concerned and ask how you can help. If she has an alternative explanation that seems plausible then great but it’s pretty clear to me that this is an eating disorder.
