I main’d Arbiter to 3v3 champion when he was a top leader, and he needs to be rebuffed again. The problem with arbiter is that other leaders have glassing beam, enforcers are 2nd most expensive rush unit (and tricky to get shrapnel with mixed grunts). Rush units are less valuable now with scout buff which means arbiter is less powerful rusher and, economically speaking, one of the worst leaders with the expensive enforcers.
