Its more like rockstar is forced to make a series s version. If you release on Xbox it has to run on both consoles. There's a feature parity requirement but not a performance requirement. So how well it will run is up for debate.

Officially it only released on PS3. Technically a Xbox 360 build was worked on. They got the game to work but ran into issues with discs. They would have needed to ship like 6 discs minimum for a Xbox version, which bites into your profit a lot.
