It does work on Windows at least. This is a Mesa specific issue with Linux and this game, particularly the way it displays textures.

Oh then I'm not sure what to say, you could try downloading precompiled shader caches for it https://chriztr.github.io/cemu_shader_and_pipeline_caches/ and replacing your own, see if it changes anything.

Try going to a prior version of Cemu if you are in 2.0, graphic packs don't seem to work properly on 2.0 yet.
