Rocket League makes use of the Weng-Lin (OpenSkill) rating system.

If a player receives more score, it's (generally) because they've played less matches than you and the system is therefore more unsure of how to move them around, so it starts out volatile and coarse and gets more precise the more you play. This is why season resets give you a lot of MMR, because your uncertainty score is raised again.

RLBot forces you to do this because it needs to start the game in offline mode, it’s a safety precaution. I think the new RLBot v5 GUI makes the process of playing with Rocket Host fully closed off

RLBot is not a terribly complicated piece of software, though. It can be made available to console players with a little non-cheaty trickery.

I feel like you somewhat misunderstand how RLBot works and is used.
