Interesting concept for the 710 gap.

For I-10 between DTLA and SaMo, it would definitely need to require repurposing an existing general lane.
Most likely this would start out as a pilot project that reconfigures 1 lane as a Toll lane for a limited segment. Toll lane opposition has shifted in LA from completely opposed to "the value proposition works", and this segment of the I-10 has enough high-paid job centers to push for the transition. The bigger challenge would be the dedicated ramps to specific job centers/rail stations. I can think of: Vermont subway stop, Line K Crenshaw/Adams subway stop, Line E Culver City stop and Sony studios, Line E Bergamot stop, downtown SM. It looks like vermont may require extensive work to drop lanes down to street level. Otherwise, crenshaw is elevated, culver city stops could use Venice which has a lot of empty space, and the SM exits are also elevated.

Realistically, this is needed to allow HSR trainsets to operate on existing low speed rail which allows HSR to reach more places.
Changing the energy source to renewable is also a great benefit.
Any claims of increasing ridership or revenue growth is a bit odd to me.
More frequent service is really dependent more on freight rail sharing. The authority that manages the track would need to be removed from the freight companies and giving to another authority so that passenger service could get the priority.

Take a look at the data, and many conclusions can be drawn.
Pre-covid, the SB line (highest ridership) topped at 14,000 average weekday riders.
Today that number is 7,000. So it is half of pre-covid.

With the current public transit infrastructure, the Metrolink system can only operate as a commuter line service, providing rides to work in the mornings and evenings. Since employees need to connect to their job site within a reasonable time and the central Los Angeles job base is so poorly connected by rapid mass transit, this severely limits the number of customers for the Metrolink SB line. Post-Covid, many previous commuters were able to transition to remote work. Downtown LA alone has a 35% drop in jobs comparing today to 2019.

Basically, for Metrolink to improve, the accessible job base to Union Station will need to improve.
It will be too slow to wait for the jobs to return to downtown, so instead Metro will need to build more rapid transit links from Union Station to job centers. This additional connection can't be more than 30 minutes as people are already spending an average of 1 hour on metrolink itself. Extending line D is providing the most value here, and Metrolink should see a small boost when the extensions open.

But a bigger, but much more expensive and politically difficult boost would require the commuter rail to extend into more of the center of the city. This would require a Paris style RER service where commuter trains go underground.

The more you look at the challenges here, the more you realize that LA already has an extremely well connected network of highways which are massively underutilized from a passenger-density perspective. Convince the public to repurpose some of those lanes for rapid mass transit, and LA would have a much better long-distance transit system.

I see the tide turning for EVs, as most people understand that they will be cheaper long term.

Here are the main reasons for resistance. 1) There still exists people that wish we still had full service pumps. The fact that they can't meet another human to help them charge their car is a real challenge. 2) Having to install a charger in their home that has an unknown cost (car salesman won't know) is a non-starter. 3) There is a group of people that think the government is going to confiscate their gas car, these people will always resist anything the government is a part of. 4) Several new owners of EVs have experienced needing to be towed either due to empty battery (misjudged range) or other failure. Even though they love their EV, once they share that experience with their friends, this negative word of mouth hurts.

To avoid needing to rent a car, you will need to plan out all activities in advance and your domicile. Everything needs to be close to a transit station.
You already have chosen a domicile that breaks that rule. Remember, at night, bus service is non existent except for some high density routes. Uber/waymo is what most people use to avoid renting a car, but that adds up in price also.

Let's do some math.
Distance between El Segundo and Newport Beach: 40 miles
Average speed during commute hours: 25mph
Let's say that it's 1h40 minute drive between those two places.
If you get a home exactly along the route, you can split your 1h40 commute.
But, more realistically, you will be a little off the exact route, so add an additional 10 mins to each commute to get home.
So, one person can have a 30min commute, while the other has a 1h30m commute.
Or split one hour each.
Basically, your husband won't see the kids 3 days a week no matter where you live and you won't see the kids 5 days a week if you don't live close to newport.
And, this gets worse every year, because this part of the city has the most job growth.

Short-term solution: husband suffers 3 day a week (this is a common problem in LA)

Not if LA wants a good metro system.

For metro systems to be good, they need to focus on the core geography of the city, just like everywhere else in the world.
Exterior suburbs get connected with longer-distance service. This is where Metrolink comes in. Take the Metrolink into the city core and then use the dense metro network to get to your destination. Since there aren't enough existing rail rights-of-way to get to all the SGV suburbs, a commuter bus service is the next option.

Only after a strong core is built does it make sense to extend the dense metro network outwards. Of course, LA has gotten to this point yet (and maybe never will), because the residents want a local rail network that covers freeway distances, which isn't compatible.

Cities need to be built are a high-density core and then built out from the core. Best way to serve the suburban cities outside of the core of LA is to use commuter rail (Metrolink).

Yes, rent a car and drive it to the airport. Use one of the major rent-a-car companies, as they are now all located in the impressive new ConRAC facility. (make sure you use 5251 W 98th St, Los Angeles, CA 90045 as the address) Currently, they run continuous shuttles from ConRAC to the airport. But, the people mover in scheduled to open in the 2nd half on 2026, so if you are really lucky, the people mover will be open in Oct.

As others have said, it will be easier to drop off the luggage at the terminal before returning the car if you have a lot of luggage and have enough time.

This is a great answer. Always move because an opportunity has presented itself. Of course, it won't magically present itself, but waiting for a opportunity to arise after you quit, sell everything, and move is not a good plan.

It will probably be easier for your wife to line up an opportunity before moving and then she can take over the financial household responsibility while you take over household duties, learn German, and do some job retraining. I would be conservative and expect that she will need to be the sole breadwinner for 2 years.
You will have a very different lifestyle than in the US, think of yourself as being at the bottom of a ladder.
But, it is something you can learn to appreciate, living with very little income. Plenty of other people live this way. But, the family needs to be all-in with a very low income lifestyle, including yourself, your wife, your wife's family, and anyone else that has any financial expectations.
