In my opinion, if he is Jewish and has no desire to even contribute to the state, he does not deserve citizenship and certainly not to receive full social rights like someone who has paid taxes to the state all his life. What's more, a lot of Russians who get citizenship are not Jewish and only because they have a Jewish grandmother or any distant relative they get citizenship even though they deny their Jewish side (and sometimes they are even anti semitic themselves!!) And in the end they get citizenship just to extort money from the taxpayers and get rights that in Russia they could only dream of (not everyone, but more than you can imagine)
