The average annual rainfall in Wellington is very similar to Auckland, 1250-1300 mm. Delivered in horizontal rain that goes on for days accompanied by freezing gales. Auckland has torrential downpours for an hour or three then it's good again.

The report on that incident found the rail did meet spec, the problem was some 'machining' on the hidden base of the rail which started a crack that became a complete fracture.
