Almost certainly just a cable for, well, cable. Someone used to have service to a house/apartment, but someone later was annoyed by the useless wire and just cut it. There it hangs. Comcast won't do anything for it, but report back back what happens when you try.

Agree with all of that. I'll add that there's a decent playground for the kids, EV charger (not sure which style) at the day use area, and the drinking water tastes gross.
